How do I continue iMessaging with a new SIM?

I recently switched out my SIM (moved out of country) and now I’m unable to send iMessages. The phone says awaiting activation in the messaging area. Both my old and current number appear... How do I get this to work?

iPhone XS, iOS 13

Sign out of iMessage in Settings->Messages->Send & Receive->Apple ID then sign back in. Activation requires an SMS be sent to an Apple server. This SMS may have a cost if the carrier you are using does not support iMessage activation.
