Turning off Public Safety Alerts
Can I turn off the sound of the Public Safety Alerts, while keep getting the notification?

Sadly no. Public safety alerts are designed to alert you in the case of an emergency so that you know what to do. As such, Public Alerts notifications are always going to play a sound, as they are registered as Emergency Notifications, not just notifications. If you don't want to get them, navigate to Settings > Notifications > Public Safety Alerts.
