First of all, are you certain the email is legitimate and sent from Apple?


Identify legitimate emails from the App Store or iTunes Store - Apple Support

Recognize and avoid phishing messages, phony support calls, and other scams - Apple Support


If after you read through those articles and realize that the email is legitimate, then verify that your payment method is good - Change, add, or remove Apple ID payment methods - Apple Support.
