in my text messages the pictures will never stay loaded. I have to press tap to download and they never download. Even when I send a picture it will never stay downloaded I have to redownload it. I’ve tried resetting network settings, sign in and out of iMessage , and turn on MMS.

Try on Wi-Fi. Tap on the picture, wait for 30-60 seconds. If won't help, restart Messages (close it from the app switcher, then reopen).
