https://www.apple.com/support/systemstatus/ show iCould Account & Sign In, Mail and Web Apps (iCloud.com) as all having issues. Once these services are shown in green, retry your authentication requests.
Just spoke with an Apple Rep! iCloud systems are currently down, but you can check this site https://www.apple.com/support/systemstatus/ to see when it's fully working again.
Finally got ahold of Apple Support: "We do appologize about that. We have just been alerted that there is an issue right now with iCloud login systems. Our engineers have just been made aware of it and are starting the investigation as we speak."
It appears there is an issue with the server, but not much information gleaned from the apple site. https://www.apple.com/support/systemstatus/ Anything with a yellow indicates an issue... alert says users may have trouble logging in, appears to be related to iCloud apps.

The problems are on 3 cloud services:
1- iCloud Account Sign in
2- iCloud Mail
3- iCloud Web Apps
All reported at around 4:16pm.
It looks like it's an official problem.
I tried to put a ticket into Apple, and they called me back, but they were unable to fulfill my ticket.

I think for now, its best just to hang on and wait for the Apple engineers to fix it. It's obviously a big problem and they are working on it. No need to rush and change your passwords or anything like that.
I have ran into this exact same issue. If you check Apple's System Status Support page you will find that Apple is currently experiencing issues with iCloud account log ins. There is nothing we can do on our end other than wait for Apple to resolve the issue.
We contacted apple & they're stating they are experiencing a glitch. We were advised to check on www.apple.com/support/systemstatus & when the yellow mark turns green we will be able to sign in.
The same is happening to me on all my devices. I even tried downloading other apps just to try but none worked. I couldn't even get in to check on my account information. This is the only place I could get in with my apple id and it was only after two factor authorization.
Update: I did what it said above and was able to download apps again and it seems like every thing is working just by logging in to https://appleid.apple.com/account/manage
It is an issue on Apples end. The only thing we can do is wait for Apple to resolve the issue. If you check out Apple's System Status page under Apple Support you will find that they are currently expierecing an issue with iCloud account log ins at this time. It also states there is nothing we can do on our end other than wait for Apple to resolve the problem... systemstatus

I just had the same problem on all 3 devices. I signed out of my apple ID and signed back in -option 2 on link above and everything is working
