The issue is now fixed. Try to log in again and it should work. The issue was on Apple’s end.
It seems there is an issue with Apple sign in services.... https://www.apple.com/support/systemstatus/ affecting a broad range of apps right now.
So much for Apple Pay... I had to go to my Windows machine to get an order done.
Just got off the phone with support. They are aware of the situation and recommend people try to log in later. It also impacts password resets and other aspects of iCloud, so some services are going to be down. It sounds like they have been getting a ton of phone calls on this already.
And I just switched back to Apple a few days ago after having an extremely frustrating year with android... No regrets.

The problems are on 3 cloud services:
1- iCloud Account Sign in
2- iCloud Mail
3- iCloud Web Apps

If you have different options of Wi-Fi at your home, such as a 2G option and a 5G option, disconnect from the one you are connected to and connect to the other one.
Restarting your router might help as well.
I was able to successfully sign in after that.
Same problem here setting up new MacBook Pro at 7:45-8:15 p.m. Eastern time. After multiple attempts, and failing to reach Apple telephone support, I just tried again and it finally worked and allowed me to log in to iCloud at 8:20 p.m. As of 8:27, Apple systems status page says the issue has been resolved.
Thanks to cuddlesorrow, I tried updating my phone as well. I was so frustrated. I changed my password a million times.
I literally just started updating my phone and I was able to sign onto icloud.com when I wasn't able to before
iphone still updating. able to log onto icloud on my macbook (was getting the same message on my macbook preferences)
able to sign onto imessage on macbook, but imessage not connected to my cell #. iphone almost done updating .just needs to restart.
IPHONE HAS FINISHED UPDATING. NO MORE ISSUES WITH THIS PROBLEM!!!! apple needs to get their **** together

Hey I’m not sure if this will he’ll with other situations with iCloud, but I got a new phone because my other phone was shattered and wouldn’t turn on. I tried to sign in to bring my old data into my new phone and just like you guys, I got the “application does not exist” message.
I have a Mac desktop that has my Apple ID linked to it as well. I’m not sure if this works with another phone or an iPad. I simply plugged my phone into my desktop and went into the settings. They’ll ask you for a six digit code and the desktop will give it to you. Then I typed it into the phone I was trying to activate and it worked. I hope this helped anyone who is trying to set up their new phone.
Had the same issue, did a quick search and saw about the iOS 13.5.1 update (released 6/1/2020). Updating resolved the issue for me. Would have been good to have more of a heads up about this, but it's an easy fix for what seemed like it could be a really bad problem.
