i need to restore my 3rd gen Apple TV and when i connect it via USB to my computer (running Catalina) it doesn't show up. why would this be? the status light just blinks at me.

i'm restoring it because i changed my network (and therefore can't use my phone as a remote) and had to buy a new remote which i've not been able to pair.

You don’t need to restore for a new remote.

This document describes how to link (pair) a replacement remote (2nd half of the page). If your Apple TV remote isn’t working - Apple Support. Do both steps 1 (unlink) and 2 (link) for the Apple Remote (aluminum), using the new remote, to clear the previous link and then link again.
