Connecting a New Mac Pro 2019 to an  Apple 27-inch 2560 x 1440 QHD Monitor (MC914LLA)

That appears to be a genuine Thunderbolt Display, with a ThunderBolt-2 input. specs here:

The preferred connection method for a ThunderBolt-3 computer to genuine Thunderbolt displays ONLY, (no others, and no adapters) is the Apple ThunderBolt-3 <--> ThunderBolt-2 adapter. You are picturing a captive cable, so no additional ThunderBolt cable should be needed. The adapter has a ThunderBolt-3 pigtail and a female ThunderBolt-2 jack.
