No. It just enables using SMS messaging (green bubbles) with non-Apple devices. Your phone will continue to use iMessages with other Apple devices, regardless of enabling SMS or not. Your phone can use iMessage over either a Wi-Fi or cellular connection.

With iMessage disabled, your phone can only use SMS for texting. That would be to both Apple & non-Apple devices. Make sure that you have this particular contact (specifically their cellular voice number) in your Contacts app. SMS does not rely on cellular data, but cellular voice services ... just like a phone call. Also double-check that this contact is not blocking SMS texts from you.
...But unfortunately, that makes my other iPhone contact sending in SMS format only. I am not fond of this feature because it reduces the quality of the pictures and videos sent between us...
Ah, that's because with SMS, you also need to enable MMS, when texting pictures or videos. They would also have to have MMS enabled on their phone or via their cellular provider.
