Time Machine Does Not Delete Old Backups to Make Space for New.

I use an external drive for Time Machine. It used to delete the oldest backup to make space for a new backup. In October 2019, it quit doing this and gave me a message that said "Backup Failed. There isn't enough space on 'My Passport for Mac'". How can I get Time Machine to delete the oldest backup and backup my computer again?

There were only 3 backups I deleted two through Time Machine. This did not clear enough space so, I looked at the drive in Finder and found another folder for my previous mac. It does not show up in Time Machine. It seems like the last time that I deleted backup files through Finder (on yet another machine), it caused problems for backing up. So, I am not sure how to get to the old files through Time Machine.
