Two factor verification

I need to set my two factor verification on my Apple Id but it get a notification that the two factor verification is not available. Both my macbook and Iphone run on the latest IOS. I can’t even set it up at my Iphone and on my macbook i get that notification that it’s not available. How can set the two factor verification? And why am i getting this message?

You wil have to contact Apple support -> Apple ID - Official Apple Support


They have not elaborated other than to say “While most iCloud users can now turn on two-factor authentication, certain account types may still be ineligible at Apple’s discretion.”
