I am going to download App Immuni in Italy, this app is introduced by the Italian Government to track covid-19 cases.
This app require IOS 13 or later, but on my iPhone 6 i’m not able to download the app.
I think that this app should be downloadable on every Apple device, given its importance.
I am referring to the apple community for apple to consider the issue.

It cannot work on 12.4.7.
There's no way to make it usable on iOS 12.
