where does the cpu temp get monitored?

Where does the mid 2015 MB pro 15in retina draw its CPU core temp monitoring data from? I would like to resolve discrepancies seen betw when Catalina is active, or windows10. The built-in catalina temp mon. always shows a temp about 5-10 deg C LOWER than the 3rd-party windows monitors I use (speccy & wise). None are critically near upper end, but clarity is important.

-is intel the best place to get an answer on this? Thank you.

Tx. HWTech. I looked it up & it is not freeware. In a prof. setting, the prices are ok, but that's not the case for me. And, since posting, I found another v. reliable (I think) free prg, intel's own PowerGadget 3.5. With this, speccy's temp monitor tray item (since removed as unneeded now), and Wise's system monitor which has a little & v. complete toolbar which I keep always on, I had 3 reference pts on temp ck that I believe are all v. reliable. They all agreed w/in 2 deg C, which for my uses falls into the "accurate enough" category, and assure me that my macbook's CPU continues running well in the middle of temp range.
