Syncing Contacts

I just recently got a new MacBook. I noticed that my contacts on my Mac has not been updated so I tried syncing my contacts on my phone to the laptop, but I cant get it to work. I have done mostly everything online has told me to do but it has not been working. I cant seem to connect by contacts to my iCloud either. I am frustrated and wondering what should I do?
