Struggling to factory restore 4th generation ipad

I have followed instruction by the apple site. After going through restore process, the ipad comes back as desabled. Done the same lengthy process twice so far. Please help.

In normal conditions, in order to restore your iPad to factory settings, you should have followed these instructions:--> Restore your iPhone, iPad, or iPod to factory settings - Apple Support

If your iPad was already disabled, you should have followed these steps:--> If you forgot the passcode on your iPad, or your iPad is disabled - Apple Support
