There is a setting that needs to be activated. Go into Safari Preferences > Tabs tab, --halfway down is a checkbox for Show Website Icons in Tabs. Checkmark that.

I don't know why this is even an option. -And an obscurely hidden one at that. It could just be turned on by default, it doesn't hurt anything. Or they could just make it more easily found in the View tab in the menu bar. But there you go.
