How do I fully turn off the camera shutter noise?
i have my phone on silent however when using snapchat the camera still makes shutter noises and I can’t figure out how to turn it off

Sorry, but no. You clearly have a phone which was intended for Japan, Macau or another country I can't quite remember. There is NO WAY to silence it. It is hard coded into the device. If the sound annoys you, you'll need to purchase a phone not made for those regions.
If the camera shutter sound does not silence with the mute button, it is from a region where silencing the camera is not permitted.
Is there a way to fix this?
No.
The sound is required by the country the device was made to sell in.
Is there a way for Apple to fix it?
No. Apple can't "fix" it. It is not broken.
It is doing what it is required to do by law.
Is there any solution besides buying a new phone
