As Demo has indicated, Safari cannot be independently updated from iOS - and, unfortunately, your iPad4 cannot be updated to a more recent version of iOS either...

Update support for iPad4 ended September 2017. The final iOS releases for this model were iOS 10.3.3 (WiFi Only models) and iOS 10.3.4 (WiFi & Cellular). iPad4 cannot be updated to any later major version of iOS as it lacks the minimum hardware requirements needed to run more recent versions.

Many App Developers have also dropped support for older devices and iOS versions preceding iOS11/12 - and have withdrawn older versions of their Apps from the Apple App Store. Withdrawal of Apps supporting older models of iPad is making their utility and usefulness significantly more limited.

If Apps that you need to use now have higher minimum iOS-version requirements, your only option is to replace your iPad with newer model. Even the basic current iPad7 supports current iPadOS 13.x - and has hardware specifications that will vastly outperform your old iPad4.

I hope this information and clarification is helpful.

I am going to chime in here.

I hope you get this post reply.

You can switch to a more up to date, third party Web browser.

There are some still available for both iOS 9 and for iOS 10.

Here are a few third party web browsers that I know are STILL being updated and supported on iOS 9 and iOS 10.

Available and more popular third party Web browser choices are dwindling faster, now.

There are still a handful of iOS 9 and earlier supported third party Web browsers.

Most of these have had recent updates, too!

Here’s what’s left.

iCab Mobile Web browser

Aloha Web browser

ALook Web browwer

Dolphin Web browser

DuckDuckGo Private Web browser

Snow Bunny Web browser

Maxthon Web browser

Private Browsing Web browser by Savvy Soda

Private Browser Deluxe

TOR browser anonymous

Turbo VPN browser

TOR + VPN web browser private

Pick one or two in this list that have had the most recent of updates.

Best of Luck to You!
