Pairing apple watch stuck on "Your software is up to date", "Continue setup on iPhone".

Hi,

I am trying ti pair an Apple Watch Series 4 with my iPhone 11 Pro. The apple watch has been unpaired from another iPhone just recently. When I start pairing it says "Activating Apple Watch, this may take a few minutes", and then it just shows the following message.

Meanwhile, the watch is stuck on "Please continue setup on iPhone" and the apple logo surrounded by the text "44MM ALUMINUM CASE".

My iPhone 11 Pro is running iOS 13.5.1.

The things I have tried: Turning the watch off and on and then trying. Turning both the watch and the phone off and then on. Erasing all content and settings on the watch. Deleting watch app. Putting them both on the charger. Also I tried all of these things combined, but I'm still stuck on this. Any help would be appreciated.
