Adding Folder on Icloud from an External Hard Drive, without using Mac's HD

Hi there, I'd like to create a folder in my iCloud Drive with the content of a folder in an external hard disk. How can I do that without using the SSD of my mac: if I just drag and drop the folder on icloud drive folder in my mac, it will use my mac internal memory, which has no enough space.

I thought it was possible through icloud on the web, but there it is not possible to move folder, just file.

Is it maybe possible to aim from icloud drive to a folder situated in an external drive?

iCloud Drive is a syncing service, designed to keep content the same between it and any subscribed devices. It is not off device storage. For what you want you need another cloud service like Dropbox or Onedrive.
