Cannot Create a new Apple Id

Hi, im trying to create a new appleid, Im submiting the required data name, last name, email (apple id), password, confirm password, country, celphone for confirmations.. submit.

I got email with code... it is fine.. accepted !

I got a SMS with a code... type the code and then I receive a message "Your password cannot be the same as your apple id"

Both are different !
