Problem with iCloud mailbox, only 3 emails appear and old deleted mail reapers all the time despite I have deleted them multiple times

For the last couple of days my old and deleted mail on iCloud account keep coming back and I have to delete it again. The next few hours it comes back aging despite I deleted all of it even from the recycle bin. It only happens on ICloud account. All others are ok. Is that something in Apple service. One other thing. When I open the Mail, only 3 messages are visible. The rest just shows a number of how many more there are. Can anyone help me with this? In 15 years I am using IPhone I have never seen this before.
