Messages contacts are not syncing iOS to OS X (10.15.5), and neither are messages

I have iCloud turned on all of my devices. I have mail, contacts, photos, notes, Siri, etc all selected on every device. messages are not syncing from iOS to OS X. I have logged in and logged out, I have reset all settings on iOS devices, I have reinstalled Catalina on my MacBook Pro. Nothing works.

Any ideas?
