I had done that many times, but as it came up, it always returned to "updating iCloud settings."
I finally got back to connecting to iTunes and refused to go into iCloud on setting up the iPhone.
Now things are "back to normal" with iCloud turned off. Problem that still exists is with the
Apple watch, that needs to connect to the iPhone and needs iCloud.
