iphone stuck on updating icloud settings

i got a new iphone se and im in the process of setting it up, im trying to restore from icloud back up but it is stuck on a screen that says updating icloud settings. Icloud back up is the only option for me to restore my data. ive restarted it multiple times but its always the same thing. what can i do and is there a way to restore from icloud directly with a cable like itunes?
