Full iCloud, can't access files

I am getting a message that my iCloud is full, but when I go to manage iCloud storage on my iPhone, it says that 4.7 out of 5GBs is 'Backups' and it won't let me see specifically what is in the Backups so I can delete or save certain files in there. How do I access the files in the Backup section?

You can locate your backups via - Locate backups of your iPhone, iPad, and iPod touch - Apple Support, but not go into them and selectively delete what's in there.
