Lock screen lock up

I just turned on my iPad 2 and it locked me out of the lock screen and will not turn off, it just goes into rest mode. It also has a lock icon with a circular arrow around it in a grey box in the center, I have tried to turn it off put it sleep mode and also tried the switch on the side that locks and unlocks the lock icon. What is the solution?
