Apple Watch series 3 won’t pair

My new Apple watch cannot pair with my iPhone 6 (iOS 12.4.7.) and gives me this message... "iPhone out of date. Your iPhone is out of date. Before you can pair it with your Apple watch, you'll have to update it to the latest version of iOS." When I try to update the iPhone it tells me... "iOS12.4.7 Your Software is up to date

You can only pair an Watch running watchOS 6.x with an iPhone running iOS 13.x

FYI: You need an iPhone 6s or later model.
