The Pen Tool
I have up graded to Catalina and having trouble with the pen tool. In CS6 I had a dotted line attached. Now it seems to be quite different. I just need to outline wine bottles for a clear cut.

Adobe CS6 applications, including Photoshop, are not compatible with Catalina, they may or may not even instal and when installed will have serious issues. Either upgrade to CC 2020 or try out alternatives like Affinity Photo
