if i have a phone that needs a new battery and i cant get the serial number because its dead how do i make a request to have it repaired?

Have you tried getting the serial number from where you put your sim in? Open up the slot where you put your sim into and look on either the front or the back of the holder (mine was on the back) and its really really small but it should be there! Good luck!
