Mail: “This message contains attachments that are still being loaded”

To clarify, this is after dragging the contact cards from the Contacts app directly into the open Mail message window. When I exported the vCard files from Contacts first and then attached them through the paperclip icon in the message window toolbar, I was able to send the message without issues.

Has anyone filed a bug reporting this? Those attachments took a fraction to attach. This notification certainly is in error. I am surprised this has not been fixed before. There have been posts here as early as October of 2019.
