MacBook Air unable to reinstall

My MacBook Air unable to reinstall as I try to restore latest version of OS. I have delete everything and try to reinstall the latest version MacOS but when I push the power bottom and Option Command - R. in the screen keep spinning globe and paper exclamation mark and appear apple.com/support and -3001F. when I normal switch on power bottom it sound noice like power on and appear blank screen. help please
