iCloud notes missing

I accidentally turned off the iCloud notes on my phone and now nothing is in my notes and doesn’t show any in recently deleted, I turned it back on but there still not there, any way to restore all my notes?

iPhone 6, iOS 12

Before turning off, did you see a notification to delete from device or keep?
