If I listen to a podcast on iPhone and stop. When I pickup on Apple Watch, it picks up where I left off. But when I stop and go back to iPhone later, my progress has not updated on iPhone, which still shows I’m where I was before I listened on Apple Watch. How do I fix this? I use Overcast and it is set to sync to Apple Watch.

It sounds like you are listening to a Podcast on the Overcast App, when you listen on your Apple Watch it doesn't sync to the iPhone but it does the other direction. For this issue I would suggest contacting the developers of Overcast. Check out this article on how to contact developers.
