My Wallet app on my IPAD seems to have disappeared.
How can I get it back.

Something that never existed cannot disappear.
Unlike iPhone, the Wallet App has never been released for iPad. Management of any Payment Cards, used for ApplePay, are managed from iPad Settings:
Settings > Wallet & Apple Pay
