Hi, I just would like to know if it's possible to use in Norway Apple Watch 5 Cellular bought in the USA? I am planning to give my son-in-law and daughter who resides in Norway. Also, will the warranty still works there if ever? Thank you and I would really appreciate any responses!

No. Not on cellular service.
And no, the warranty is only valid in the US.
The North American cellular Apple Watch only works in Canada, U.S., Mexico and Puerto Rico. Outside of those countries, it can only act as if it was a GPS only Apple Watch.
The problem is that the Apple Watch has a regional radio. So repairing an replacing a watch from a different region creates logistical problems.
And if they repair by replacing with a local radio, then they have a watch, that even when repaired will not work in their region.
Plus if you were just visiting, when you went home, it would not work if they used a local regional radio.
