I’ve bought a iPad mini 3 is was restored back to beginning of set up

I started setting up but got distracted then it keeps asking for passcode & saying the one I entered is wrong

Do I need to plug into iTunes on laptop & restore?

Do I have to download iTunes via Microsoft?
