What if I have 3TB of photos? Is that included in the 2TB plan, or do I get two 2TB plans?
What makes this better than Amazon Drive, which is what I currently use (unlimited photo storage)?

I am not sure what you mean by two 2 TB plans.
Photos count against the storage, so if you want to store 3 TB of photos on a 2 TB iCloud plan, you will not be able to do so.
Also, it comes down to user preference for which is better. iCloud offers better integration with macOS and iOS.
But if you prefer Amazon Drive, go with what works for you!
