My iPhone is not ringing(text message alerts) when I am on my iPad. If my iPad is locked, my iPhone text alerts will sound. If my iPad screen is open and I am on the web or an app it will not sound an alert. Any ideas?

This is by design. If you are using your iPad and your phone screen is locked, your iPad will alert you, not both devices. People around you should be happy with that and do you really need to two devices to go off at the same time? Another way to say this is the device you are using is dominant.
Then provide feedback to Apple. But your devices are working as designed.

I keep the sound on my iPad turned down all the time. Rather than have to turn it on and off, it would be helpful for both of them to sound, or be able to make the iPhone the dominant one that always sounds.
