After updating to new iOS 13.5.1 my Apple Watch 0 will not connect to my iPhone 11

I try to pair and it says I need to update my watch. Then it goes through a couple screens then says I must update my iPhone to the newest version first. It takes me to my settings for the update but it is already up to date. At this point I am stuck on the screen that says you must update your iPhone.
