Cannot edit pictures

When trying to share pictures via e-mail or whatsapp or even trying to edit them, i get the below errors.

I thought it might be a data issue, so switched to wifi, still the same. Thought maybe it's a wifi issue and switched to data only, but still the same issue.

Please assist. It's kinda a shlep paying for this icloud storage when one cannot use it 90% of the time.
