Cant download any app from App Store

Recently bought a refurbished iphone7, and pulled over android data with "move to iOS" app. Can browse web, send texts but I cant download any apps from the App Store. I do have an iPad, so am "used to" the apple app experience. Using same apple-id, and the iPad still works as normal updating apps, loading etc.

But when I use the iphone and click the App Store and goto to purchased (not on this iphone), I see many apps that I have installed on the iPad. Good. They all have the cloud-arrow symbol against them. But on clicking them, instead of the circle spinning for a few seconds, it stays that way "forever".

Have tried new password for appleid, have tried signing out then in, and getting new verification code etc. But nothing wants to leave the app store or the "cloud" to head onto my phone.

Is there a previous setting that needs updating on the phone maybe, or ... ?

Any suggestions welcome please.
