There shouldn't really be any need to airplay a movie purchased on your phone. Providing your Apple TV is logged into the same account, the purchase should appear in the purchased list on your Apple TV.

Both devices much be on the same network and you MUST have a strong Wi-Fi signal throughout the house.

Do you mean you are trying to use Airplay from a Mac, iPad or iPhone to your Apple TV??
