Apple TV will turn tv off, not on

Using a 4th gen apple tv, and a relatively new Vizio tv.

The apple tv sleep button turns the tv off, but not on. How do I fix this?

When I press a key on the apple tv remote, I see an LED flicker on the TV, but that's it. Any ideas?

That is done using a feature called HDMI CEC, and is dependent on the TV. Each manufacturer has it's own implementation and when issues arise it would be up to them to fix it. You can refer to the manual in case it suggests any troubleshooting, but you may then need to reach out to Vizio.
