my iPhone won't let me update my payment methods

Why won't my iPhone let me update my payment methods. It currently has an expired cc but when I go to edit it the edit button is greyed out and I can't do it.

iPhone 7 Plus, iOS 13

you can try doing it from other means than your phone to verify if the phone and not the method of payment is the culprit

I go to Settings > Wallet & Apple Pay > [a card] ... and there when I scroll down, I see “Remove this card”.
