Synced videos from PC to iPad 7 - videos are not in TV app?

I'm trying to sync some videos from my Lenovo laptop to my iPad 7. I do it through iTunes, select/ tick the videos I want in Settings - Movies. It appears to sync as it names the videos that are going into my iPad.

I check the TV app on the iPad and they are not there at all. Not sure if there's something I have to configure for successful syncing?

PS: I know I've listed the feature device as an "iPad (6th gen) WiFi, Cellular" but couldn't find the iPad (7th Gen) as an option.

they should show up in library under Downloaded along with moives, family sharing, genres and any shared libs on your network

When I tap into the TV app, under Library, it says "No TV Shows or Movie. Your library is empty. TV shows and movies that you add to your library will appear here".

I get this message even if I "successfully" sync the videos, according to iTunes.

If this helps, I have two Apple accounts. I was previously on my second account where I could view the videos. I have switched back to my main Apple account.
