icloud.com keeps spinning on Wi-Fi

When trying to access icloud.com using my Wi-Fi network, I am unable to do so. The site is reachable, but the login screen never loads, and all I see is a spinning icon. I have tried accessing the site both on my MacBook and my iPhone, as well as other devices, all connected to the same Wi-Fi network, and the issue always persists. However, when I connect my devices to a different network, this loads fine and I am able to access the website.

I tried talking to my ISP about the problem, and they asked me to check the ping status of the website. I have tried pinging the website, and the pings are fine. I have changed DNS servers and the issue is still not resolved. My ISP now tells me that the issue must be on Apple's side. I have checked the server status for Apple and all services are up.

I am not sure how to solve this issue. Can someone please guide me?

The same issue was appearing in my Mac from last two days , I called my internet service provider , they peeled off cable wires and once again connected ( carbon was developed over wires ) and then joined it again .

The broadband connection is working fine and so is the internet .

The fault is from your internet service provider , some maintenance work would be going on their servers .

See this screen shot that appeared when imap account is opened , you can verify from air port express also , open it will show internet disconnected .

When you connected the Mac to different network it works fine were you able to connect iCloud.com and appleid.apple.com

If you had an iPhone remove the Mac from network and create network using cellular services from an iPhone https://support.apple.com/en-in/HT209459

And then sync photos and try to sign in iCloud.com

See this article https://support.apple.com/en-in/HT203512

Make sure you never use vpn services , no proxies should be enabled in system preferences > network , no anti virus , third party applications / softwares must be installed .

For the time being create a new test user account https://support.apple.com/en-us/HT204443

This article is old but the same concepts are used in latest versions of Mac https://support.apple.com/en-in/HT202222

Also you have not mentioned the version of Mac , upgrade with latest version https://www.apple.com/in/macos/how-to-upgrade/

Click on finder > applications make sure you are using original apple inbuilt applications , don't use apps downloaded from internet they might not be compatible with Mac or broken and can create lot of issues .

Open system preferences > network just cross check are these setting matching .

Click on advanced .

Click on renew DHCP lease to refresh , is your router set with automatic settings ( have you created a password for the router settings ) just to secure it , do you use air port express , is router in working condition and showing green lights , are there any loose connections , a single cut in wire will loose the network connectivity .

When phone is connected to Mac using hot spot photos sync , it means some network settings are slightly incorrect .

Update: Although my ISP had denied any problems on their side after multiple calls, I faced a downtime of about 24 hours from them. After this, I am now able to access iCloud.com and my photos are syncing even on Wi-Fi, albeit a little slowly.

@tygb: Thank you. You have been most helpful in diagnosing what the issue is, but it turns out what you mentioned in the first place was right all along.

When connecting to a different network, I was indeed able to access both icloud.com and appleid.apple.com. My photos do sync when connecting using my phone. It's only on my Wi-Fi network that this doesn't work. However, when I called up my ISP, they say that there are no issues on their side since I'm still able to ping icloud.com successfully.

I do not make use of any VPN services or anti-virus. What type of 3rd party applications are you talking about that I need to uninstall?
