New to FCP X and trying to install 1st plugin.
The folder Macintosh HD/Library/Plug-Ins/FxPlug does not exist after installing FCP. I even deinstalled FCP and reinstalled to verify.
Should I create these two folders? If so, should the owner of the folders be changed to "root", as it appears all the folders in /Library are owned by "root"? And should the access permissions be set to 755?

There is not any level on which you should be messing with an FxPlug folder. FxPlugs are "low level" resources that should be installed with an appropriate installer... unless you otherwise have **explicit** instructions on how to install FxPlugs from the plugin maker.

PS - Pixel Film Studios has a very poor reputation around here (including software theft).

I would expect any plugins that ought to be installed there would have an installer, and be able to create the folder hierarchy if needed.
FWIW, I only have one there, and it is a demo. I did not manually create the folders.
Both the Plug-ins folder and the FxPlug folder on my mac belong to system/wheel:
A Pixel Film Studios plug-in is not creating these folders. It dumps several files onto the account desktop instead of creating the folders and putting them there.
Finder > Get Info does report system/wheel for the folders in /Library.
zsh ls reports root/wheel instead.
Plug-Ins > FxPlug missing
