I have received carrier settings update notices recently, but thought they were odd as I hadn’t seen that notice before. When I manually checked for an update, there wasn’t one - is this a virus, scam, etc. or something else to be concerned about?

It sounds like you have gotten a notice for a carrier settings update and never noticed it before so you are concerned. Carrier setting updates are completely normal and sent by the carrier to help with the network connection. This will not show in the normal update tab. Check out this link to learn more.
