My son’s Mac recently updated and now some new “home” app keeps popping up and it minimizes any other open applications. This is very annoying for him and I cannot find a way to turn it off.
he doesn’t have any smart devices that he can control with the Mac so there is no need for this.
can anyone tell me how to get rid of this or turn it off permanently?

Have a look at this Apple article, scroll to the bottom and read, Delete your home or remove accessories.
Your first post asks how to switch off the Home app on your sons mac, at no point did you mention
not being signed on to iCloud in his mac, where did that come from.
Have you asked your son to open System Preferences> iCloud and uncheck the Home app.
Open System Preferences> iCloud, scroll down to Home app and uncheck it.
Please check what version is updated? the latest version for mojave is 10.14.6.
If you don't have any accessories listed in the home app, but still get popup or notification then I think you need to Contact Apple Support to get it fixed.

I signed in to see if it would make it stop and it didn’t so I signed out
Correct, I do not use a Mac. My son does not have an Apple ID currently. I don’t want him to have the ability to purchase right now.

Are you doing this on your sons mac and not you own.
